EXECUTIVE DEPARTMENT,
Milledgeville, Georgia, April 14_th, 1863

Dear Sir:—In conformity to the request of the General Assembly of this State, I have the honor herewith to transmit to you a copy of Resolutions just passed, recommending an increase of pay to the privates and non-commissioned officers in the service of the Confederate States.

WHEREAS, His Excellency the Governor has brought the question of the jstice and propriety of in-creasing the monthly pay of the privates and non-commissioned officers of the armies of the Confederate States before the General Assembly; and whereas, the General Assembly concurs in the justice and impor-tance of this recommendation; therefore,

Resolved 1st, That our Senators and Representatives in Congress be, and they are hereby requested to bring the question before the Congress of the Confederate States, and to all in their power by their in-fluence and their votes, to procure the passage of an act to raise the monthly pay of privates in the army to twenty dollars per month, and of non-comissioned officers in like proportion, and to procure the as-sessment of a tax sufficient to meet the increased expenditure, to be levied, as far as practible, upon the income of speculators and extortioners, and upon the wealth of those who are not in the army.

Resolved 2d, That the Governor be requested to forward a copy of these resolutions to the President of the Confederate States, and to the Governor of each State in the Confederavy, and to each of our Representatives in Congress.

Resolved 3d, That the troops in the service of this State shall receive the same pay as the Confederate troops.
