Gainesville Miss April 29^th 1863

Commander in chief of the State of Miss

Sir

A few days ago orders from Majer Gen^l Tuppers office, were received to arrest absentees & deserters, with a list of the state troop of this county—But owing to a very large band of deserters now at large in this county—well armed &c It became impossible for either the civil or military officers of this County to execute the same, without en-dangering their lives—there can not be expected any help from the majority of our citizens they being generally connected with some or [page torn] of this band and the officers and few disintereste loyal citizen [page torn] bother by those now absent without leaves—a few [page torn]s ago two of said deserters was arrested (who afterwart broke Jail) and because a citizen happen to lend his horse for the occassion, he was the next day accosted by one of the band—badly abuse, and severely beaten & brused—and the officers are daily notified that if they undertake the execution of their duty, that they must prepare for the consequences—affairs as such at present that it is not safe for any office to ride through the country onlone—not Knowing what minute that he may be waylaid and shot down from the road side—

Therefore for the present nothing can be done in the matter—but we hope that soon an ample force may be at hand to overcome this dificulty &c—Some time ago a number of Said deserters were arrested by Major Steeds Cavalry—but the most of them have got away & returned back—and are determined than ever before &c

It is at present expected that Some of this Cavalry will soon return in this County—and if such be

the case we shall unite with them—and try and get all absentees—&c But until then Cannot do any thing in the premises &c
