City of Vicksburg

Personally appeared before me the un-dersigned Clerk of the City of Vicksburg John Rainwater a Captain of Police in said City who being duly sworn deposeth and saist. Thus having received orders from Hon J C Webber Mayor to arrest all Gamblers and Keepers of Gaming homes in the City of Vicksburg and to bring the same before the City Judge. I proceeded to the City Hall and made affidavit against such as I had reason to believe were owners or keepers of gaming houses, before the City Clerk who issued the same day which was on or about February 21^st 1871 Warrants for their arrest.

Proceeding with warrants in my hands for the arrest of four or five gaming house keepers I met Mr L. M Hall City Mar-shal and told him that I was going to arrest the Gamblers that night when he told me to let the gamblers alone. I informed him that I had made affidavits

against them and that I had warrants in my hands for their arrest. Mr Hall then told me I had no business to do it without orders from him. I told him I had orders from the Mayor. When Mr Hall said Mayor Webber had nothing to do with the police force. and that I should receive no orders from any one but him. And that I should arrest no more gamblers unless I received orders from him to do so.

[Deponent?] further states that he has never since that time received any orders from the Said L M Hull City Marshal to arrest any one for gaming or keeping a gaming house.

Personally appeared before me the un-dersigned Clerk of the City of Vicksburg Leopold Wise a Special Policeman of said City who being duly sworn deposeth and says, That he has received orders ^from Mayor Webber^ on several occasions to arrest all Gamblers and Keepers of gaming houses and have them brought before the City Court. I ^[?]^ have also heard him order John Rainwater Captain of the police to see that no one is allowed to keep a gam-ing house in the City but to close all such houses and arrest the occupants. I know that on or about the 22^nd day of February /71 Mr Rainwater in pursuance of orders received from Hon J C Webber Mayor caused the arrest of several Gamblers who was fined by Judge R Barnett of the City Court
