DEAR SIR:

The Proceedings of the National Congress of Penitentiary and Reformatory Discipline, lately held a Cincinnati, Ohio, forming a volume of about 650 pages, will be ready for distribu-tion in the course of two or three weeks. The price to those who order the work in advance of its publication, printed on good paper, bound in cloth, will be ^$2.50 per copy, including postage ; without postage, ^$2.00. To non-subscribers, the price will be ^$3.50, including postage ; without postage, ^$3.00. The papers, discussions and resolutions, embodied in this volume, cover nearly the entire circle of questions belonging to the department of pen-itentiary science, and form a contribution to the literature of penology such, I feel confident, as has never before been made in this country ; perhaps in an other.

As early a reply is requested as may be practicable and convenient. It is very desirable that this work should have as wide a circulation as possible. I therefore trust that there may be some fund at your disposal which may be applied to this purpose, or that a special appropriation may be made therefor. Perhaps your Legislature will at least order a copy for each member, as it is such to be desired that our lawmakers should possess themselves of its contents. If any copies are taken, please remit, if convenient, by Post-office Order ; otherwise by Mail or in Bills, addressing,
