Dear Governor—

I beg leave to trouble you for a little advise, hoping that you will be so kind as to give it—We have not had a county superintendant of public schools until within the last few days, and much of the county and state tax has already been collected. We have not as yet had any public schools in the county, and yet there is no funds to establish them. To supply this want, the board of school directors have levied a school tax equal to the state tax—I humbly submit to your excellency that the people are not able to pay it—It will be imposible to collect the remainder of the state and county tax without a great sacrifice of property—And now add to this a school tax, equal to the state tax, and the people can not pay it—Is there any way to modify or avoid this additional burden
