TO THE GOVERNOR. of Mississippi

SIR: Your attention is respectfully invited to the importance and economy of Prepaying Postage on Reports of the Decisions of the Supreme Court, and other public documents forwarded from your State or Territory. Books weighing four pounds, forwarded by mail, do not cost exceeding forty-eight cents, but if forwarded through express companies to this State, the expense is often trebled, do not reach this State for months, are damaged, and stop at Houston or Brenham. There is no express company to Austin, the capital of the State.

We prepay the postage on all books, etc., forwarded from this State, and respectfully request that you procure legislation authorizing you to do so.
