On Saturday July 24-th inst, Thos H. Cox at the time acting Dpty Constable was brutally murdered while in the discharge of his duty by George Westmorland (col) who succeeded in making his escape and is still at large. If the Govener will issue a Proclamation offering the State reward of $200⁰⁰ for the arrest of said Westmorland his capture may be affected

This requires to be done immediately so that printed copies may be circulated far and near, enclosed you will find description of the Murderer

This should have been forwarded to you some four days ago, but I have been down sick with bilious Fever. Enclosed please find description of the murderer. It has sometimes been done heretofore, that the Governor would offer in behalf of the

state such reward as he might think proper. and have a few hundred Hand bills printed at the expense of the state for circulation. If the hand bills are sent here we may be able to do something towards the capture of Westmorland—
