State of [seal] JUSTICE [/seal] Louisiana.
To the Executive Authority of the State of Mississippi:

Whereas, it appears by the annexed document, which is hereby certified to be authentic, that one William H. M^cKinney stands charged wit the crime of Fraud committed in the State of Louisiana: And information having been received that the said M^cKinney has fled from Justice and taken refuge in the State of Mississippi

Therefore, I Thomas O, Moore Governor of the State of Louisiana, have thought proper, in pursuance of the provisions of the Constitution and Laws of the United States, to demand the surrender of the said William H. M^cKinney as a fugitive from Justice, and that he be delivered to J. R. Sowers who is hereby appointed Agent on the part of the State of Louisiana to receive him.

Given under my hand and the Seal of the State, at the City of Baton Rouge this Seventeenth day of March in the year of our Lord one thousand eight hundred and ~~fifty~~ sixty and of the Independence of the United States of America, the Eighty-Fourth.

Before the undersigned authority personally came and appeared Robert Sowers residing in the Parish of Plaquemines, and state of Louisiana, aforesaid, who being duly sworn did depose and say that one William H. M^cKinney did by Authentic Act passed before Theordore Guyol Notary Public of the City of New Orleans on the twenty ninth day of February Eighteen hundred and sixty, mortgage to and in favor of the said deponent, Robert Sowers and in favor of one Joseph L. Jamison the following [described?] slaves to wit: George aged thirty years, Jim aged twenty four years, Lewis aged twenty four years, Betsey aged twenty seven years, Jane aged twenty two years, Tilda aged fourteen years, Jeanie aged fourteen years, Martha aged two years. Deponent further makes oath, that on the twelfth day of march Eighteen hundred and Sixty the said William H. M^cKinney, did feloniously transport from the said Parish of Plaquemines and from and out of the State of Louisiana the above described slaves, thus Mortgaged, in fraud of the said Mortgages, and with the felonious intent to defraud the said Robert Sowers and Joseph L. Jamison, Contrary to the form of the Stature in such case made and provided, and
