To His Excellency
—Pettus, Governor of the State of Mississippi:

Sir—

The undersigned, acting in the name and by the authority of the people of the State of Texas, in convention assembled, through the Committee of Public Safety, have the honor to state that by virtue of the stipulations between them and Brevet Major General David E. Twiggs, U. S. Army late commanding the Department of Texas, an agreement was entered into for the surrender of the Posts and the delivery up of all property belonging heretofore to the Federal Government, in this State; as also, for the departure of the troops from Texas by way of the coast.

In view of the premises, the under-signed would respectfully ask whether the troops of the late United States Govern-ment with their arms, and necessary [?] and garrison equipage, would be permitted to pass through the State of Mississippi, on their way North, by way of the River; with per-mission on the part of their officers to hire the necessary means of transportation, and purchased such supplies as may be needed for the comfortable movement of the men under their command.

Should permission be granted, the troops will leave Texas in such detachments

as the facilities for transportation from our coast will allow. [gap] The entire force, officers, soldiers, servants and laundresses, will not exceed twenty eight hundred persons.

Should any doubt exist on your mind, with reference to the propriety of granting our request, we take the liberty, at the request of Colonel Waite the officer in command, to suggest the propriety of telegraphing His Excellency the President of the Confederate States of America on the subject.
