Dr Sir.

My father, Genl Duff Green directed me to enclose to you the accompanying memorial & bill, with request that you will lay them before the Legislature of Mississippi. He can vouch for the correctness of the statements of memorial. Mr. McNeill is now engaged in making arrangemens to get his shops under way & has not leisure to visit Jackson in person.
