His Excellency
J. J. Pettus

Dear Sir

I write you for the purpose of ascertaining if it lies in your power to give me authority to raise a company for heavy Artillery, for twelve months, and for State Service exclusively. I think I can raise such a Company in this County, and most respect-fully solicit your aid and approval.
