DearSir

I am under the necessity of having to stipulate in the arrangement we have made that before I make a delivery of arms to the state of Miss. that those previously delivered shall have been paid for by sd state according to contract. The 1^st,, payments are much behind hand & shall expect them to be made for arms delivd & accepted

before I make another delivery. Tho—in the mean time there shall be no delay in preparing the next delivery & obtaining Major Thornton inspection.
