Dear Sir,

I have detailed my friend Lieut R. I. Fox one of the best officers in this or any other regiment to recruit for my Command reorganizing for the War, He will have a large nuimber of recruits, I have referred Lieut. Fox to yourself as to one who will take especial pleasure in facilitating his patriotic duties.
