Sir:

My overflowed plantation on Yazoo, requiring my personal attention, after enrolling myself in Carroll Coty, I came here with a proper substitute today, having been informed that there was a "Camp of Instruction", as contemplated by the Conscript Act, at this place.—To my discomforture I am informed at the office of Col Chambliss, (superintendent, &c) that there is not only no such Camp, here, but that they know not when there will be, as no instructions upon the subject have been received, with regard to it from your Excellency, or elsewhere.

I trouble you with this note, to enquire—
1^st When & where there will be such a "Camp of Instruction"—

2^ndly—Whether or not Your Excellency's late call (of which I find no copy here,) for 3.000 men to fill up old Regiments, does not include Conscript's Substitutes; & if so whether you will not direct, (or order,) the swearing in & reception of them, by any Competent Military officers, that they ~~[unclear]~~ may receive transport tickets & procede to join the old regiments, the same as volunteers under the Conscript Act, (& your call for 3.000) are now doing here to-day.

In a word: if I were to present myself today to be sworn in and to receive my transportation ticket, there could be no delay & I could go at once & join the to be filled-up Regiments then, cannot my substitute be received ~~by so is~~ in same way, under Your call for 3.000 men.?
