Governor Pettus:

Dear Sir:

As the chairman of the Soldiers Relief Committee I desire to address you with reference to the supply of a number of needy families with salt. Their necessities in this respect will soon be alarm-ing. My object now is to inquire of you if the Statement in several papers that our Government has made certain arrangements with the French Government to exchange cotton for Salt—1 bale of cotton for 8 sacks of Salt—; if this statement is reliable and if as a committee we can make use of the arrangement to meet the wants above referred to as well as others here of the same kind. If so, I am ready to take four bales of cotton to Manshac for exchange. Could you give me such a certificate as would authorize me to proceed in this way?
