Sir

I am willing & have the Right to exchange Cotton for salt with aney responsible Fren-ch or English house. I have the Right to guarantee that the Cotton will be permited to pass out of the Confederate lines & that the salt will be permited to be brought in the Confederate lines—This transaction must be with a Foreign house with assurance over the Consular seal that the Cotton will be shiped to some port in Europe
