Hon John J. Pettus

Dear Sir

I would respectfully ask if the minute men or militia in active service are exempt from enrollment, and if so whether by construction of the Exemption law or by arrangement with the War Dept. to relieve them?

The late exemption act speaks of "volunteer troops" raised by the State, but says nothing of drafted men. I respectfully call your at-tention to the wording. In the capitulation of those exempt, it says: "all volunteer troops here-tofore raised by any State since the passage of an act, entitled "An act further to provide for the public defence," Approved, April 16^th, 1862, while such troops shall be in active service under State authority; provided, that this exemption shall not apply to any person who was liable to be called into service by virtue of said act of April 16th, 1862."
