To his excellency
John J Pettus

Sir suffer me to urge the necessity of prompt payment of the 4^th Regt,, of Miss state troops for the following reasons (first) because this Regt nearly all lives where the country has been overrun both by our Army & the Army of the Federals consequently the provisions of the country is entirely exhausted & the men generally being poor men their Families are entirely dependent upon their wages for sustenance (secondly) without those men are paid promptly it will be almost an utter impossibility for their officers to keep them in camps & them knowing their wives & children are suffering for something to eat; there is now nearly 3 ¹/₂months pay due them having only been paid up to the 31^rst of Oct,, 1862

with these remarks I subscribe myself your most obedient servant
