Dear Sir

We have Submitted a proposition to His Excellency the Governor for the purpose of introducing Cotton Cards and other articles needed by the people of the State. Our bid, we Consider liberal & just, but so Confident are we, with the means and infomation at our Con-troll, of making this enterprise a sure & prompt success, we would abate our bid if necessary to secure it, and therefore authorize you to act for us [page torn]n making any such abatement or changes, binding ourselves to abide by your actions in the premices.
