Governor Charles Clark

Sir

I have seen Col Claiborne and he has authorised me to say that he thinks the cotton and wolen Cards can be readily procured by shipping cotton abroad. and without letting it ~~[to]~~ pass into the hands of the Federals.

I am willing to undertake to furnish the cards of a good mechantable quality on the following terms.

If allowed to export five hundred bales of cotton, Ten thousand cards, at ten dollars per pair if a thousand bales. the same number of cards at five dollars per pair

If fifteen hundred or two thousand bales I will furnish the cards at one dollar per pair. These cards can be delivered immediately. I will also be able to make an arrangement to furnish [in?] similar conditions blankets, clothing, shoes &c and most other articles of public necessity which are now—somuch needed. In these contracts the ^state^ will enter into no pecuniary risk or liability—The cards to be paid for in confede-rate money or such money as may be in the State treasury. on their delivery. Or I will agree to furnish the cards at twenty five cents per pair less than any other

person, should the above proposition not be accepted. I am certain I can supply the cards on as good terms and with as much expedition as any one. I make this offer on behalf of Col J F H Claiborne of Hancock co and myself.
