Mobile January 29^th 1864.

His Excellency,
Charles Clark,
Macon, Miss.

Governor,

I have the honor to enclose to [page torn] by this office is the [page torn] and management of slaves to be used on the public [page torn] of the city.

It will give me pleasure to receive any suggestions from you which will facilitate the action of the [?] agents, and a[page torn] the same time render the performance of their duties more agreeable to the owner of the slaves. The period for which their review will be required will be sixty days in the first instance, by w[?] time the Engineer Office hope to have the defences to near completion as to be able to return them to their homes.—Under any circum-stances they will be sent home at the expection of sixty days [page torn] the time of their arrival here.—Should others be required, the [page torn] agents will be informed in time to prepare them to supply the places of there first impressed.—

I am well aware of the necessity of interfering as little as possible with the class of food producers, and in my directive to subordinate of the office. I have endeavored to equalize the public burden as near as may be upon all classes.—

You will much oblige me by furnishing to me at your earliest convenience a list of the counties, with the number of slaves therein, and the name of some gentlemen to act as my agent in each county.—This will be used on receiving the order of Genl. Polk.
