Enterprise Miss
April 16^th 1864

Dear Governor

Enclosed I send you all the orders received by me. It is the unfortunate dispatch from Col Preston, that has caused all the confusion and hardship to the people. I see no authority in the law for it but it was a positive instruction from my superior & I felt bound ^though relectantly^ to obey. Evry thing could not be be explained in a dispatch, but I did not suppose any Enrolling Officer would send men here to be Examined. They are to go before the Boards of their Congressional District for examination. and if found fit for the field, organized into companies at the Head Quarters of their District if sufficient to form a company—the residue to be sent here. When organized into Companies they will no doubt be ordered here, as there is no Camp in the State but at this place.—Of course it is not important that the men be organized into companies in their districts—it may be convenient so to do—but when they come here either as organized companies or for the purpose of organization they come

prepared for camp.

You will find list of Enrolling Officers as far as counties are supplied. I will fill up the residue as soon as officers report to me for duty.
