Charles Clark
Governor of Mississippi
Macon, Miss.

Sir

There are some men employed in the purchasing branch of the Commissary Department in this District under my control, who by reason of their holding civil offices of the State are exempt from military duty in the Confederate service. These men are all within the ages of militia as prescribed by the recent act of the Legislature.

I respectfully request to be informed whether the fact of their being employed in a branch of the Confederate service, though not soldiers in enrolled conscripts, frees them from liability to military service to the State under the law and your proclamation.

I mainly desire information on this point,

as I have no intention or wish to claim or retain them if they are required for or
liable to service in the State forces.

The Act of the Legislature exempts those actually 'in the Confederate service" but I desire your decision as to who came under this head and who do not.
