I have the honor to acknowledge the receipt of your communication of the 12^th inst., with copy of your procla=mation which appears to me to meet the object fully. Major Sanders A. Q. M. at Jackson Miss has been instructed to re=ceive goods introduced by you for the State of Miss and pay cotton in return on the term you may direct—you [page torn] the cotton in his hands.
