I learn that Mr Sidney J Douglas Esqr of Mobile has made application to you to be appointed Commissioner of Mississippi at Mobile Ala.

It affords me pleasure to say that he has for many years borne the character of a fine business man, prompt, energetic and faithful.

I think no better man for the position sought could be obtained in the State.
