The joint resolution of the Legislature approved August 13^th 1864, instructing the Commissioners of the several Military funds, "to examine what disposition Capt. D. S. Pattison made of the twenty thou-sand dollars placed in his hands by Ex. Gov. Pettus for the purchase of Salt, and also what became of the fifty bales of cotton placed in the hands of D^r Luke P. Blackburn by Gov. Pettus," with instructions to report the result of our investigation to your Excellency, has been attended to, as far as practicable,—And we beg leave to submit the following report.

Capt. D. S. Pattison appeared before the Commissioners on the 15^th day of December 1864, and submitted receipts for twenty six hundred & twenty four dollars & eighty five cents ($2,624. 85/100) expended in the purchase of Salt & expences in-cident thereto. Of this amount five hundred & seventy eight 25/100 dollars ($578. 25/100) was paid out for 12,035^lbs of Salt, & the balance of the cash, viz. Two thousand & forty six 60/100 dollars

was expended for sacks, barrels, transportation of Salt & expences incured by self and agents. Capt. Pattison certifies that he took on the banks of the Teche, St Mary's Parish La. twenty three thousand (23,000) pounds of Salt belonging to a Mr. Carpenter and allowed him six cents per pound amounting in the aggregate to ($1380.—) thirteen hundred & eighty dollars, & that he has not paid this account. Capt. Pattison informed us he left both the above shipments of Salt on the wharf at Vicksburg.

Col. A. M. West Qr. Mr. Genl. acknowledges to have received from Capt. D. S. Pattison Jany. 7^th 1863 twenty five thousand, six hundred & fifty (25,650) pounds of Salt, & on the 7^th of the same month thirty five hundred (3500) pounds, total, twenty nine thousand, one hundred & fifty (29,150) pounds,—being a loss in the amount of Salt purchased & seized by Capt. Pattison, and that acknowledged to have been received by Col. West of five thousand, eight hundred & eighty five (5,885) pounds. This discrepency Capt. Pattison informs us, can only be accounted for by shrinkage, loss by transportation, and stealage at Vicksburg. He also informs us he had retained the money received from Ex. Gov. Pettus for the use of the State & could, & would only pay it in old issue & 7.30 Notes at par.

Upon consultation with your Excellency in regard to this matter, as we had no authority to make a settlement, it was decided to receive the money offered by Capt. Pattison on special deposit, and the Quarter Master General was directed by your Excellency to receive it, & execute his receipt, for sums actually paid, specifying the kind of funds received.—

Col. L. Haughton Qr. Mr. Genl. through his chief clerk R. D. Block received the $17,545.¹⁵ then remaining due from the $20,000. handed to Capt. Pattison Oct. 18^th 1862 & 200$ received by him on the 7^th of the same month, and executed the following receipt to Capt. Pattison.

Received Macon Miss. Decr. 18^th 1864 of Capt. D. S. Pattison Salt agent State of Miss. Ninety one hundred dollars, in Confederate interest bearing Notes at two cents per day, and Eight thousand four hundred & seventy five 15/100 dollars in old issue, on account of Salt, making total amount of seventeen thousand five hundred & seventy five 15/100 dollars $17,575. 15/100

The old issue we are informed by the Quarter Master General was deposited by direction of your Excellency at the C. S.

Depository, Columbus Miss. before the first day of January 1865 & certificates executed to him for its exchange in new issue at 1/3^rd discount.

Col. Haughton still retains the certificates & 7.30 Notes on special deposit, & has not entered them with his Qr. Mr. funds, having no authority to do so, until the action of the Legislature shall determine the dis-position to be made of the above payments;

In regard to the fifty bales of cotton received by D^r Luke. P. Blackburn, we can only report, We have thus far failed to obtain any information of the disposition made of the cotton. From Newspaper accounts of last summer, D^r. Blackburn was then in Nassau, or its vicinity, engaged in the treatment of Yellow fever patients.
