Your Excellency

I would most respectfully state that I was in the regular practice of medicine for ten (10) years, previous to the commencement of this war, and was ordered to report at Columbus, Miss, and did there and then prove by Mr James Blair & Abram Murdock that I had been in the regular practice of medicine for the length of time required by law, for my exemption, and that notwithstanding this fact, I was held as a conscript by Col W F Dowd, at that time Enrolling Officer at Columbus, Miss, although at the same time & place many others claimed and had given them exemptions under the like circumstances. I was then turned over to Cap^t Muldrow's compy of Miss Cavalry on account of unfitness for infantry by reason of chronic Rheumatism.

The first opportunity I sued out a writ of "Habeas Corpus" before Judge Carthrin of Greensboro Miss in ~~April~~ ^March 25^th^ 1864, being before the repeal of that act, but was not permitted by the officers over me to attend the trial, which would have given me justice and released me. I then appealed directly to the Secr'ty of War, but never received an answer to my application. I attended medical lectures at Charleston South Carolina, and since my forced entry in the Confederate Army, I have been detailed as assistant surgeon in Brigade Infirmary for eight (8) months, and since that time have been and am now acting assistant surgeon of Perrin's Miss Regt Cavalry.

The foregoing facts are sufficient evidence that I am thought competent to practice medicine.

I am and have been for seven or eight years much afflicted with rheumatism. I will enclose a copy of the papers sent to the secrety of War with Capt (now Co^l Muldrow) Muldrow's certificate with the hope that Your Excellency will consider my case and grant me that exemption which I am rightfully entitled to under the laws of the land and which others under the same circumstances are now enjoying.
