To whom it may concern

Permission is hereby granted to the organization of Police in the neighborhood of --Epiphany Church (Port Gibson, Miss.) under charge of C B Clark Chief of Police to arrest all Evil-doers Jawhawkers or other disturbers of the peace and report the violaters to The Provost Marshal at Port Gibson Miss for punishment

The punishment of all trivial offences will rest with the chief of Police or such other person as he may authorize to act in his place
