Sir:

This applicant for special pardon, M^r Gattman, is truly a fit subject. I have known him for years, and especially acquainted with his political history, both before and since the war begun, and with a knowledge of his loyalty most cordially recommend his claims for Executive clemency, and respectfully ask that you endorse his petition
