I have the honour to forward to you the inclosed reccommendation for William M Garther a citizen of Itawamba county for the position of Revenue Collector for said county. I have known him for many years and consider him in every way well qualifae and worthy the position ask-ed for and will consider myself under obligations if you will give him the appointment or forward his reccommendation with such endorsement as will procure it for him to the proper Officer. Please have the papers directed to my care at this place
