The estate of David Wragg of Winston County has been assessed 5⁰/⁰ on some 200 bales of cotton, purchased by David Wragg before his death, which took place in January last. Mr Wragg was a merchant at the time the war commenced, and for 10 or 12 years before. He did no buisiness after the war com-menced but to sell what few goods he had on hand, in fact he did not sell all of them, but closed up over two years ago, and the remainder of his goods were on hand at his death, and remain still so. Mr Wragg obtained the cotton in question mainly in the way of the debts due him before the war and ^the balance^ for Confederate money, which he was com-pelled to take in payment of said debts. Mr Wragg took no part in the war, only as he was com-pelled to do, in the payment of Taxes &c, he was strongly opposed to it from the start and was so throughout, to his death; he has left a widow and six children, his oldest a daughter by his first wife, married, his second child, an idiot son, the other's four in number small, the youngest an infant. His cotton is nearly all the available means left for the support, education &c of the children.

Under this state of facts, which can be made appear on good and sufficient testimony, is this cotton liable to the tax of 5 per cent, as sett

forth in your Tax Bill, dated July 17^t 1865, section 11, or is ^it^ only subject to the tax as mentioned in sect 9.

I can make good and sufficient proof all the facts sett forth in regard to this cotton. I am no ways interested in said estate. I am on Mrs Wragg's bond as administratrist of the estate, and have been attending to the buisness of the same, to some extent for her.

My residence is in Macon Noxubee County and Judge of Probate by your appointment, was for many years a resident of Winston, was intimately acquainted with Mr Wragg, and his buisness &c.

Will you please let me hear from you as soon as convenient; if deemed necessary I will have to go to Winston to make the necessary prof of the facts I have herein stated.
