To His Excellency
William L. Sharkey

Govenor

I have been appointed by the Assessor (who is now sick) as Deputy to make the Assessment of this county (Jefferson) & as many doubts continually arise in regard to such assessment will you be kind enough to furnish me with a bill of instructions, so that I may make a correct assessment. The following questions embody the principal doubts— 1^st Must I assess cotton &c bought since the surrender up to date. 2^nd Are parties to be assessed whose profits have been solely in Confederate money, which has ceased to be of any value. 3^d Are parties to be allowed the benefits of all losses accruing during the war. 4^th In case of merchants who have recently bought goods are they liable to tax on the present value of such goods. Please furnish me with full instructions I have made a partial assessment of the county acting solely on your proclamation. My father (Rev John G. Jones) wishes to be remembered by his quondam friend & brother
