CIRCULAR.

Office of Supervising Special Agent,
SECOND AGENCY, TREASURY DEPARTMENT,
MEMPHIS, TENN., August 28th, 1865.

In pursuance of the letter of instructions of the Secretary of the Treasury, dated August 18th, 1865, the undersigned assumes the entire control and direction of gathering the surrendered or captured cotton in the Second Agency, and the following regula-tions are made public:

I. The Second Agency embraces all of the State of Mississippi lying north of a line drawn east and west through Grand Gulf (Miss.)|Grand Gulf]]; and also the State of Arkansas.

II. No person will be permitted to gather said cotton in said agency, unless under special authority from me designating him as a regularly appointed Agent of the Government for that purpose; in which authority the District of such Agent will be clearly defined.

III. Planters and other parties are requested not to deliver cotton held by them to any other persons than such Agents so appointed by me.

IV. The Agents thus appointed are instructed to make liberal terms with planters or others having such cotton in possession for its delivery; and no contractor or third person will be allowed to go between the Agent and the person having the cotton, where such person having the cotton desires and has the ability to move it.

V. Every Agent or other person heretofore engaged in gathering said surrendered or captured cotton, by whatever authority acting, will immediately report to me in writing, setting forth: 1st, his field of operations; 2d, the names of all persons acting under him; 3rd, the quality of the cotton gathered; 4th, the terms upon which and by whom gathered; 5th, the disposition of or present location of the cotton; 6th, the means of transportation to a shipping point of cotton on hand; 7th, the charges or expenses, if any, upon the cotton; and, 8th, what cotton is being gathered under contracts or authorities yet in force, with the terms of such contracts. Each lot of cotton will be kept distinct and reported by its marks &c., with a full history concering it.

VI. Any regularly appointed Agent of the department engaged in gathering said cotton will continue his work until formally notified of a change in his district. But sub-agents, contractors, and the representatives of sub-agents and contractors, will cease all operations at once.

VII. No Agent gathering cotton in this agency, will be permitted to go beyond the lines of his District or the lines of this Agency.

VIII. Districts will be small, embracing not over one or two counties, and the Agent will be required to give his personal attention to the work.
