Is it the intention of The "Tax Bill" that the tax of "One dollar on Every bale of cotten takin or sent to Market" Should be collected on Cotten before it is about to be sent to market

Some parties in this Co. have several hundreds of Bales on hand which they are not intending to sell or send to market at present—Cotten that they have produced on the plantations before or during the war Should the tax of One dollar per bale be collected on such Cotton!
