Prov. Gov. of Mississippi

Governor

I have the honor to herewith submit for your consideration an affidavit made by a prominent citizen of this county against one Henry R. Keller, a notorious horse thief in this community and who is now in custody in the City of New Orleans, with a view of obtaining from your Excellency a requisition upon The Governor of Louisiana for the body of said prisoner.

and in connection herewith I would most respectfully inquire whether or not some pro-visions could be made in reference to The State defraying the neccessary expenses in the going for and returning with Said prisoner.

I believe no provisions are specially made for such cases and I am aware that

heretofore in similar cases private parties have usually defrayed the expenses of such and as This comunity has already gone to some expense in securing his arrest I would hereby respectfully ask that the Sheriff be allowed to defray the neccessary expenses of going and returning with said prisoner out of State funds now in or that may be in his possession if it may be consistent with existing laws.
