I have the honor to transmit herewith Joint Resolution ratifying the proposed "Fifteenth Constitutional Amendment," passed by the General Assembly of the State of Georgia, February 2d, A. D. 1870.

A RESOLUTION.

WHEREAS, At the session of the Fortieth Congress it was resolved by the Senate and House of Rep-resentatives of the United States of America in Congress assembled, two-thirds of both Houses concurring, that the following Article shall be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which amendment, when it shall have been ratified by three-fourths of the said Legislature, shall be valid to all intents and purposes, as a part of the said Constitution, namely:

ARTICLE XV.

SECTION 1. The right of citizens of the United States to vote shall not be denied or abridged by the United States, or by any State, on account of race or color or previous condition of servitude.

SECTION 2. The Congress shall have power to enforce this Article by appropriate legislation.

Therefore, Resolved, (if the Senate concur,) That the said proposed amendment to the Constitution be, and the same is hereby, ratified by the Legislature of the State of Georgia.
