At the request of Gen^l P B Starke Sheriff of Bolivar County I state to your excellency with pleasure that during the recent term of the Circuit Court of Bolivar County at which one Peter Webb Col^d was tried and Convicted, I was the Guest of Gen^l Starke; that the Jail was crowded with prisoners several charged with murder, who were making unceasing efforts to effect an escape that Gen^l Starke found it necessary to have the Jail constantly guarded and for this purpose employed the said Peter—who under my observation performed his duties as such Jail Guard with zeal & fidelity. Trusting that these facts may tend to mitigate the punish-ment awarded the said Peter I have the
