Dear Sir—

In a conference with Judge Blackman to-day; he suggested Mr Emory and I suggested James Fort as suitable men to succeed Mr Nabors and one of the negroes in the City Council. On reflection I do not approve the appointment of Mr Emory—and by removing one of the present Boad to be filled by the appointment of him, you will make one enemy without a corresponding gain, Moreover he is not the man for the place even if there was an ^existing^ vacancy—James Fort, and Mr Hastings are both good men and acceptable to the intelligence and decency of the town

Nabors and one of the negroes can be very well spared from the Board—
