To His Excellency.
Adelbert Ames Governor of the State of Miss.
Jackson, Miss,

Governor,

In accordance with the law of July 20, 1870, establishing the State Hospital at Natchez, An Annual report is required to be made. Since our report of Jany. 1, 1873, an act passed the State Legislature March 12, 1873, abolishing the State Hospital at Natchez; by said Act, the Board of Trustees and Medical Superintendent were required to close up the affairs of said Insti-tution. And by a refference to the Medical Superintendent report herewith submitted marked "A," it appears nineteen (19) patients chronic cases of insane, blind and deaf and dumb, were transfered to the State Lunatic Asylum at Jackson, and Nine (9) patients transfered to the department of the poor of Adams County, the remaining patients were regularly discharged, as will appear by the Hospital register; And all property in and about said Hospital belonging to the State was required to be sold or disposed of in such a manner as the Board of Trustees of said

Hospital and the Governor may think "to be for the best interest of the State,,; Accordingly all the property personal and real, except about five Acres of land, comprising the Old State Hospital grounds and the building thereon, belonging to the State, were sold by Auction. The sales of the personal property amounted to 1390. 60/100 Dollars and the real estate to the sum of 490. Dollars, aggregating the sum of Eighteen hundred and Eighty Dollars and Sixty Cents, and the money placed in the hands of the Treasurer of the Board of Trustees; they contemplating a speedy closing up of the af-fairs of the Hospital, and after paying all proper expenses, the balance in the Treasury, would be deposited in the state Treasury at Jackson, as required by the Act above re-fered to.—Inquiry as late as the 22, ult. report no funds deposited either with the Auditor or Treasurer of State, by the Treasurer of the Board of Trustees. The Board regret this non-action of the Treasurer to report the condition of the Treasury to them, or to deposit any portion of the funds in the State Treasury.—

In default of said report by the Treasurer for more than a year; although repeatedly called called upon to do so.—The Trustees have instructed the Secretary of the Board

in the absence of the Treasurers report, to make up a statement of the receipts and disburs-ments of the State Hospital at Natchez, from the records of said Board; and do now sub-mit the same marked "B.", from July 25^th 1870, to date, showing a balance in the Treas-urers hands of $5,285.20 of Hospital funds proper, and $70,,—. for balance of transportation fund. If the statement submitted is not correct in every particular it is not their fault, urgent as they have been for a timely and full report from the Treasurer.—

Before closing this report in common justice to Dr. C A. Foster late Medical Superintendent of the State Hospital at Natchez, we desire to express our heartfelt obligations in his behalf for the untiring energy and marked ability in the management of the Institution, and in his kindness and skill in the treatment of the patients submitted to his care, and also in assisting the Trustees in their labors in closing up the affairs of the Institution,—

The present herewith schedule marked "C," a list of the outstanding liabilities of the State Hospital at Natchez, amounting to $680,,36 and respectfully ask your Excellency to recom-mend that a special appropriation be granted by the Legislature for the relief of the claimants therein Stated.—

The record books of the Board of Trustees with the bills and vouchers and the Books reports and papapers of the Institution now closed, are in the hands of the Secretary of the Board, and open at all times for inspection by His Excellency the Governor of the State, or any Committee delegated by the Legislature to inspect the same.—
