To the Governor of the
State of Mississippi

Dear Sir:

I respectfully ask permission to remove portions of old abandoned wrecks now obstructing navigation in the Bays Rivers and Bayous of the State of Mississippi. I have the proper appliances for removing said obstructions, and all the recompense I ask is the old material that I may there find.

Some of these wrecks are very dangerous to navigation and it is of the utmost importance that portions of them be removed; as it is now however no one can interfere with them without the permission of the State authorites
