To his Excellency the
Governor of the State of Mississippi.

Sir:

In virtue of a resolution adopted by the "Inter-State Executive Levee Committee", I have the honor to request that in the event of the General Government assuming the construction and maintenance of the Levees on the Mississippi River, you recommend in your forthcoming message, such legislation as may be deemed necessary to facilitate the execution of the work by the General Government. Such as the retrocession to the General Government of the donation of swamp lands—the granting of the right of way—the expropriation of landed property and improvements, especially in incorporated towns and cities—the removal of legal impediments from State Chartered Companies and associations. And such other legislative action,
