I have the honor to report that I have never transacted any business under my appointment as special agent, in accordance with the provisions of "An Act to provide for the Collection of Revenue improperly withheld from the State and County treasury" Appr'd Mch 4, 1875 and the Act supplemental thereto approved Mch. 6^th,, 1875.
