Alcorn, requesting the early release of Samuel Harmon, who was convicted in 1868 of larceny. Included is a note from H. F. Hewson, private secretary to Alcorn, giving an executive summary of Philips's letter.

Hewson, private secretary to Mississippi Governor James L. Alcorn. Philips writes to Hewson in response to his inquiry concerning an inmate whom Hewson called "James J. Fisher", but whom Philips identifies as J. J. Foster. The letter concerns money that had been paid to an attorney on behalf of the inmate.
