Alcorn, giving Alcorn an update on the progress made in selecting locations for five normal schools within the state of Mississippi. Morris serves as the chair of the Board of Commissioners for said purpose. In this letter Morris explains that there has not been much progress made, but he is optimistic that they will soon move forward with their work.

Letter from an unnamed person in Paulding, Mississippi, signing as "a Friend to the Government", to Mississippi Governor James L. Alcorn, concerning the money paid to the Swamp Lands Commissioners of Jasper County, Mississippi, mentioning they had received money prior to the Civil War. The author does not believe that money was ever turned over to the state. Included is a note from H. F. Hewson, Alcorn's private secretary, summarizing some information from the letter.

Alcorn, asking for a recommendation from Alcorn to be appointed to the proposed German consulate to be formed for those living in Tennessee, Mississippi, and Arkansas. Enclosed in Buttinghaus's letter are letters of support from several other citizens of Tennessee.

Osband, informing Osband that the archives and property of the state had been turned over to United States Army Captain J. Warren Miller and providing a list of property in the executive mansion turned over to Miller. Clark also states that other officers of the state will deliver the archives and property from their departments. This copy is transcribed by Miller, Osband's Assistant Adjutant General.

Smith, requesting rations to be issued for a citizen clerk in the Bureau of Refugees, Freedmen, and Abandoned Lands at Jackson, Mississippi. The return is approved by Colonel O. C. Risdon, thus authorizing the Assistant Commissary of Subsistence to issue the requested rations.

Sharkey, seeking the appointment of commissioner for Mississippi in the state of Tennessee. Semple was originally appointed by Mississippi Governor William McWillie and reappointed by Mississippi Governor John J. Pettus. The Civil War prevented another renewal to the position. Semple has taken the oath of allegiance, and did not participate in the war due to nearsightedness caused by a disease of his eyes.
