Morris, asking for clarification of Musgrove's duties and abilities to pay out expenditures approved by the Mississippi Militia commander-in-chief. On the reverse, Morris writes a reply to Musgrove. Included is a note from H. F. Hewson, private secretary to Alcorn, giving an executive summary of Musgrove's letter.

Clark also states that other officers of the state will deliver the archives and property from their departments. This copy is transcribed by Miller, Osband's Assistant Adjutant General.
