Alcorn, informing Alcorn that she had not been paid for her services as the matron of the Mississippi State Lunatic Asylum in Vicksburg, Mississippi, for the months of December 1869 through April 1870. Mrs. Lockenwitz asks for her claim to be paid. Included is a note from H. F. Hewson, Alcorn's private secretary, giving a summary of Lockenwitz's letter.

Attached to this letter is another letter addressed to Mississippi Governor James L. Alcorn from W. H. Wasser, James Lynch, J. P. Lesseon and H. Musgrove, who recommended Downing for the position of night watchman and stand by his competence.
