Report of the South Carolina government Sub-commission on Submarine Batteries, Torpedoes, and c., supporting a proposal for a steam-battering ram for naval vessels designed by William R. Scott and recommending that Scott's design be incorporated to ships under construction by the Confederate Navy at Charleston, South Carolina, or elsewhere in the Confederacy. The report is dated October 1862 and consists of meeting minutes, copies of letters from government officials and military officers, and Scott's description of the design. Also included is a note from Scott dated December 1862 that provides copies of two additional letters supporting his plans that he received after the sub-commission's report. (This document is the South Carolina Sub-commission report mentioned in mdah_409-397-02. This document is one of five documents in Series 409 that discuss William R.
