Hall, chief of the Mississippi Secret Service, at Vicksburg, Mississippi, to Mississippi Governor James L. Alcorn, updating Alcorn on the "'Hucabee' outcry" in Oxford, Mississippi, and stating that warrants had been issued for several parties implicated in said event. Hall questions a verbal communication given to him by William Morest, supposedly from Alcorn sending Morest in and through counties where African American people were leaving, to reassure them that the state was going to protect them. Hall believes Morest to have lied to him and plans on dismissing him.
