Letter from A. Harwell to Mississippi Governor James L. Alcorn; January 6, 1871

Alcorn, expressing his concern about the taxation of impoverished people, and the growing problem of increasing debt and how some items are being purchased on credit without a certainty of being able to pay it back. Harwell wishes the legislature to address this issue. Included is a note from H. F. Hewson, private secretary to Alcorn, giving an executive summary of Harwell's letter.
